Création de la cellule 115: un dispositif pour renforcer la fluidité dans le dispositif hôtelier

Initialement financée de manière expérimentale à hauteur de 5 travailleurs sociaux, cette équipe a été constituée en septembre 2023 sur proposition du SIAO-93 dans le cadre de "l'opération fluidité accélérée" mise en place à la suite à l’annonce de la diminution du nombre de nuitées hôtelières dans le but d’éviter toute remise à la rue des ménages pris en charge en hôtel 115-93.
L’intervention de l’équipe a été orientée vers 3 missions principales :
Relance des prescripteurs pour création/mise à jour/complétude des demandes insertions pour les ménages identifiés comme pouvant être orientés sur des dispositifs logement;
Réalisation de diagnostics des ménages Droit de Priorité Préfecture (orientations directes de la DRIHL dans le cadre d’expulsions/évacuations) n'ayant aucun suivi social actif et transmission de demandes insertion;
Réalisations de diagnostics des ménages identifiés par le 115 comme pouvant accéder à des dispositifs logement ou autres demandes spécifiques.
De septembre à décembre 2023, la cellule mobile du 115-93 est intervenue auprès de 289 ménages différents :
148 diagnostics ont été réalisés par la cellule mobile du 115-93;
215 préconisations d'orientation ont été réalisées à la suite des relances faites auprès des prescripteurs hors SIAO 93 et aux diagnostics réalisés par la cellule mobile du 115-93.
Les préconisations solibail et logement/SYPLO ont représenté 52% des demandes transmises.
Fin novembre 2023, la DRIHL 93 a annoncé la pérennisation de 3 postes de la cellule mobile.
En 2024, de nouvelles missions sont déployées progressivement au sein de la cellule mobile 115-93 afin de mettre en application le nouveau cadre unifié d’intervention des SIAO franciliens. Depuis janvier, la cellule 115-93 rencontre les ménages nouvellement mis à l’abri qui ne bénéficient pas d’accompagnement social afin de réaliser une évaluation et transmettre une préconisation d’orientation au SIAO dans un délai d’un mois.
